Health promises stall

The debate over health care reform has revealed a couple of promises that we missed when we were compiling our Obameter database.
One involves Obama's promise to Planned Parenthood in 2007 that reproductive health care will "be at the heart" of his reform plan. A week ago, we probably would have rated that In the Works. But after the House approved an amendment putting restrictions on abortion coverage for women in the health care exchange, we're rating it Stalled .
The other one involves Obama's promise that if you don't have insurance, or don't like the insurance you have, you'll be able to choose a new plan on a health insurance exchange. The first part of that promise is addressed by the House and Senate bills, but the second part -- if you don't like the insurance you have -- is not. So we're also rating this one Stalled , too.
