A change in the meter: Barely True is now Mostly False

Striving to win over fiscally conservative voters in a contested Republican gubernatorial primary, Gov. Scott Walker pledged in 2010 not only to avoid tax increases, but to cut a multitude of taxes for various groups. It was a bold move. But in promising to achieve them in his first budget, Walker he left himself little room to maneuver -- especially when the sluggish economy was leaving a major budget gap for 2011-13.
