With the G-8, launch Health Infrastructure 2020

"Barack Obama and Joe Biden will take the lead at the G-8, working with and leveraging the engagement of the private sector and private philanthropy, to launch Health Infrastructure 2020 – a global effort to work with developing countries to invest in the full range of infrastructure needed to improve and protect both American and global health."

Restructure and streamline USAID

Barack Obama and Joe Biden will "coordinate and consolidate PEPFAR, Millennium Challenge Corporation, Middle East Partnership Initiative and many foreign assistance programs currently housed in more than 20 executive agencies into a restructured, empowered and streamlined USAID. ... An empowered and elevated agency should be more nimble in the face of change and use tax dollars more responsibly."

Increase the size of the foreign service

Barack Obama and Joe Biden "will increase the size of the Foreign Service, fully fund the Coordinator for Reconstruction and Stabilization and create a new Office of Conflict Prevention and Resolution with senior Ambassadors to support high-level negotiations and provide the expertise and capacity to seize opportunities or address crises as they arise. An Obama administration will also build a ready reserve corps of private civilians that can participate in post-conflict, humanitarian and stabilization efforts around the globe."

Strengthen the State Department's ability to respond to conflict

Unfortunately, the position was eliminated after the post was vacated in June of 2004. As president Barack Obama will reinstate the position."

Double the Peace Corps

"Barack Obama will double the Peace Corps to 16,000 by its 50th anniversary in 2011 and push Congress to fully fund this expansion, with a focus on Latin America and the Caribbean."

Grant Americans unrestricted rights to visit family and send money to Cuba

"Cuban American connections to family in Cuba are not only a basic right in humanitarian terms, but also our best tool for helping to foster the beginnings of grassroots democracy on the island. Accordingly, as president, Obama will grant Cuban Americans unrestricted rights to visit family and send remittances to the island."

Work with Latin American leaders to develop a hemispheric crime strategy

"Barack Obama will direct his Attorney General and Homeland Security Secretary to meet with their Latin American and Caribbean counterparts in the first year of his presidency to produce a regional strategy to combat drug trafficking, domestic and transnational gang activity, and organized crime. A hemispheric pact on security, crime and drugs will permit the U.S. and Latin America and the Caribbean to advance serious and measurable drug demand reduction goals, while fostering cooperation on intelligence and investigating criminal activity.

Restore funding for the Byrne Justice Assistance Grant (Byrne/JAG) program

"The (Bush) administration has consistently proposed to cut or eliminate funding for the Byrne Justice Assistance Grant (Byrne/JAG) program, which funds anti-drug and anti-gang task forces across the country. …Since 2000, this program has been cut more than 83 percent. ... As president, Obama will restore funding."

Establish an Energy Partnership for the Americas

"As president, Barack Obama will establish an Energy Partnership for the Americas. This partnership will increase research and development in clean coal technology, the next generation of sustainable biofuels and in wind, solar and nuclear energy. The partnership will also look for ways for nations to coordinate to transport green energy across national borders. It will help Latin American and Caribbean nations become more energy independent and promote sustainable growth for the region. The partnership also will create additional markets for American biofuels and American-made green energy technology."

Urge China to stop manipulation of its currency value

"Barack Obama and Joe Biden will use all diplomatic means at his disposal to achieve change in China's manipulation of the value of its currency, a practice that contributes to massive global imbalances and provides Chinese companies with an unfair competitive advantage."

Press China to end its support for regimes in Sudan, Burma, Iran and Zimbabwe

Expose Special Interest Tax Breaks to Public Scrutiny

"Will ensure that any tax breaks for corporate recipients — or tax earmarks — are also publicly available on the Internet in an easily searchable format."

Allow five days of public comment before signing bills

To reduce bills rushed through Congress and to the president before the public has the opportunity to review them, Obama "will not sign any non-emergency bill without giving the American public an opportunity to review and comment on the White House website for five days."

Require more disclosure and a waiting period for earmarks

Through the "Transparency and Integrity in Earmarks Act, will shed light on all earmarks by disclosing the name of the legislator who asked for each earmark, along with a written justification, 72 hours before they can be approved by the full Senate."

Require Cabinet officials to host Internet town hall meetings

Will "require his Cabinet officials to have periodic national broadband townhall meetings to discuss issues before their agencies."
