We take a look at Carlos Gimenez's jobs goal
During his 2012 campaign, Miami-Dade Mayor Carlos Gimenez announced that his top priority was job creation. "My plan is to attract new investment and create high-paying, quality jobs," he pledged.
In recent weeks, he's been negotiating with major sports franchises and stadium developers, including the Miami Heat, the Miami Dolphins and soccer superstar and impresario David Beckham. But how is he doing on helping everyday county residents secure good jobs?
Unlike Gov. Rick Scott -- who made a high-profile pledge to create 700,000 new jobs in seven years -- Gimenez didn't attach a number of jobs to his promise (nor, for that matter, did he define 'high-paying').
However, a spokeswoman told us previously that Gimenez was eyeing increases in jobs in information technology, engineering and life sciences.
Gimenez's promise overlaps with the Beacon Council's "One Community One Goal" initiative to create 75,000 new jobs by 2017 with a focus on targeted industries, including IT and life sciences. The Beacon Council is the county's economic development arm.
A couple of times a year, we check in with the Beacon Council and ask for a list of of additional IT, engineering and life science companies that reached agreements to add jobs in the county over the next three years.
Here is the list we received in May which adds up to about 278 jobs:
* Ratiokontakt, an international premium internet-service provider from Germany, opened a new location in Miami adding 15 jobs.
* Larkin Community Hospital is developing a postgraduate university campus that will add 122 new jobs within three years.
* Multicare Pharmaceutical, a drug wholesaler specializing in Brazilian and South American markets, is opening a new location in Doral, adding five jobs.
* GS Inima USA, a Spain-based construction and engineering group in the water sector, is expanding operations in its U.S. headquarters in downtown Miami, adding 30 jobs.
* Caribbean Radiation Oncology Center, a cancer treatment company from Puerto Rico, is building a new radiation oncology facility in Doral, adding 22 jobs.
* Cotral Lab., a French manufacturer of customized hearing protection devices, has opened a new location in Miami Lakes, adding 15 jobs.
* Terumo Latin America Corp., a medical device company, is expanding its Latin American headquarters in Doral, adding 9 jobs.
* Shiver Entertainment, a digital gaming start-up, has expanded its operations to include production and development, adding 60 jobs.
We sent the list to Kwame Donaldson, an analyst at Moody's who studies Florida. He sent us data on total payroll jobs and certain sectors between January 2012 and March 2014.
Jobs in the management; scientific; and technical consulting services sector and in architectural; engineering; and related services sector grew faster in Miami than overall payrolls did between January 2012 and March 2014. Jobs in the information field increased by less than the other sectors.
"Combined growth in the three categories is 7 percent, which is slightly better than overall growth in Miami-Dade and the state of FL. But since that final number is estimated and subject to substantial revision, I would characterize growth in IT, engineering and life sciences to be on par with overall growth in the region," Donaldson told PolitiFact Florida.
As we have noted in the past, it's difficult to determine how much credit Gimenez gets for the new jobs because no matter who is serving as mayor, some companies will decide to add jobs in Miami-Dade County. Also the company-by-company list of jobs we cited represents jobs being added, but we don't have any information on jobs in these sectors that have been cut.
On balance, we have decided to leave the rating at In The Works.
