Departing Democratic U.S. Rep. Pete Gallego of Alpine made his claim about the productivity/popularity of Congress at about the 1:20 mark of this December 2014 speech (excerpted from C-SPAN).

Democratic U.S. Rep. Pete Gallego, who lost his re-election bid, had this to say in his farewell remarks on the House floor: "This Congress made history as the least productive, most unpopular Congress in the history of this proud nation."
