Harold M. Metts is a Democratic Rhode Island state senator, representing Providence. He retired  after 31 years working in Providence schools as a teacher, coach and assistant principal. He was first elected to the Senate in 2004 and was a state representative from 1984-1998.

"Rhode Island has a [inmate] recidivism rate of over 60 percent."

Says when Rhode Island Lottery was proposed, "state residents were enticed to vote for it with the promise that the money would be used for education."
